URGENT INTERVENTION REQUIRED FOR MISSING KENYAN CITIZEN – SALESIO CHABALI

RE:   URGENT INTERVENTION REQUIRED FOR MISSING KENYAN CITIZEN – SALESIO CHABALI

Amnesty International Kenya and VOCAL Africa write to request your urgent intervention regarding the disappearance, safety and welfare of Mr. Salesio Mitugo Chabali, a Kenyan citizen (50) of Kenya National Identity Card No. 1XXXX and mobile number +2547XXXX

According to information received from his family, Salesio Chabali is believed to have crossed into Tanzania through the Sirare border point before the General Elections on or about 25 October 2025. He reportedly spent a night at a lodging in Bunda Corner near Musomo, Mara region, Northern Tanzania. On the morning of 31 October 2025, he was arrested from the same lodging by persons believed to be police officers and taken to Bunda Corner Police Station.

Since then, his family has been unable to reach him or obtain any information regarding his whereabouts, well-being, and legal status. Both the family and our organisations remain gravely concerned for his safety. The circumstances strongly suggest that Mr. Chabali may currently be detained in full violation of his rights within Tanzanian territory.

Given the urgency of this matter, we kindly request that the Ministry of Foreign and Diaspora Affairs;

  1. Engage the Government of the United Republic of Tanzania, through diplomatic channels, to confirm the whereabouts, safety, and legal status of Mr. Chabali;
  2. Ensure that he is accorded consular assistance, access to legal counsel, and direct communication with his family;
  3. Urgently share information with his relatives and the undersigned; and
  4. Seek assurances that his rights, including the right to due process, humane treatment, and the rights of a suspect, be upheld in accordance with international human rights standards.

VOCAL Africa and Amnesty International Kenya remain available to provide any further information required to support these efforts. We appreciate the Ministry and the High Commission in Dar es Salaam’s continued commitment to the protection of Kenyan citizens in Tanzania during the vicious crackdown, killings, and enforced disappearances before, during, and after the General Elections.
