JOB TITLE: Missing Voices Coordinator
LOCATION: Nairobi, Kenya
REPORTS TO: Executive Director, Amnesty International Kenya or their designate.

OTHER KEY RELATIONSHIPS: Directors, managers and staff from member organizations (technical team), deputy director and technical level state officers from the criminal justice system, funding partners, mass media and other stakeholders.
Job Purpose
The purpose of this job is to design and lead campaigns that document, pre-empt, and respond to enforced disappearances and extrajudicial executions in Kenya. This position shall publicly represent the Alliance and manage empirical documentation, fundraising initiatives, and public-based campaign activities with staff from member organizations.
Background
Amnesty International Kenya on behalf of Missing Voices (MV) is seeking to recruit a Missing Voices Coordinator. Missing Voices is a consortium of Grassroots, National and International Organizations that document and highlight cases of extrajudicial killings (EK) and enforced disappearances (ED) in Kenya with the aim of supporting and seeking justice for the victims.
Missing Voices’ aim is simple: an end to human rights abuses in policing. We campaign for accountability, justice, and psychosocial support for victims of police excesses.
Main Responsibilities
The position has four main areas of responsibility, namely:
A. Public Representation
- Publicly represent the Alliance to the public with MVA organizational representatives or alone
- Mobilize and coordinate member organizations through the MVA technical committee to design public awareness and campaigning activities
- Build working national partnerships with citizens and civic organizations locally and nationally, including, but not limited to, the Police Reforms Working Group, social justice centers, and networks of victims’ mothers.
B. Programme Management and Fundraising
- Develop an annual program, workplan and budget for input by the Technical Committee and signed off by the Executive Directors Committee
- Seek requisitions and contracts and ensure accountability reporting from suppliers within the host organisation’s policies and procedures and the approved budget with less than 10 per cent variances.
- Fundraise for any budget shortfalls and keep the Alliance sustainable.
- Produce monthly, quarterly and annual reports for the technical committee members and Executive Directors.
C. Lead in quality case documentation and mass and social media
- Collect, Verify and Publish monthly data of extra judicial killings and enforced disappearances and update the Missing Voices Website.
- Collaborate with HRDs and institutions to document police killings and enforced disappearances to create a unified national database and verified survivor stories that advocate for police reforms and an end to enforced disappearances and extra-judicial killings
- Coordinate the writing, approval, launch and dissemination of the annual report and updating of a functional website and social media platforms regularly
D. Mobilization and coordination of member organizations for public activities
- Coordinate overseeing MV operations and the consultants/staff that deliver aspects of the annual programme, workplan and budget
- Coordinate and ensure member organisations’ participation in delivering the annual program, work plan, and budget and conceptualizing projects (writing concept notes and financing proposals).
Duration
This is a one-year consultancy contract to deliver on specific deliverables within agreed deadlines by the technical team, hosting organization Director and other stakeholders.
Reporting Lines
Coordinator performance: Quarterly, annually or as required, report to the hosting organization Director or their designate. The hosting organization Director or their designate is responsible for all disciplinary processes.
Programme deliverables: Monthly, annually, as required, and receive input, support, and guidance from the Technical Committee. The Technical Committee can refer any performance or disciplinary concerns to the person designated by the hosting organization in writing for them to resolve.
Skills and Competencies
The successful candidate will have a combination of the following skills and experience.
Essential Skills
- Demonstrated experience of working on enforced disappearances and extra-judicial killings
- Demonstrated human rights-based campaigning and advocacy experience of organizing public, media and other influencing activities
- Strong investigative, problem-solving, analytical and research skills to gather information, assess situations, and propose practical solutions to address underlying issues
- Excellent conflict resolution, mediation, negotiation, communication and interpersonal skills
- An ability to approach issues with an unbiased perspective, ensuring fairness and trust with all involved.
- An ability to understand and respond to the emotional needs of individuals experiencing conflict or distress.
- Strict confidentiality with utmost ethical professionalism, the principle of “do no harm”, and maintaining trust with individuals who seek assistance.
Desirable
- Demonstrated human rights research management experience
- Working knowledge of legal principles and frameworks underpinning the right to life, freedom from torture, enforced disappearances and extra-judicial killings
- Working understanding of communication and information technology tools to manage case documentation, research and social media platforms (website, X and others)
Conflict of Interest
Public or other activity, affiliation to or support for any group or organization, personal association or other factor which may generate a real or perceived conflict of interest with Missing Voices or its member’s principles (specifically independence and impartiality) or raise a security concern, or otherwise prevent the candidate from carrying out key functions of the specific post and would therefore disqualify the candidate from being appointed or continued to hold this position.
