CONSULTANCY OPPORTUNITY: MID-TERM REVIEW OF AMNESTY INTERNATIONAL KENYA 2024–2028 STRATEGIC PLAN

Objective of the Consultancy

Amnesty International Kenya seeks to engage the services of exceptional organizational development specialist(s) to undertake a mid-term review of our 2024-2028 Strategic Plan.

The mid-term review should distinguish significant achievements, shortcomings, missed opportunities and lessons from the organisation’s progress towards its related impact milestones. The review should also offer insights into our levels of organisation efficiency and effectiveness as well as the continued relevance of the Strategic Plan given the new operating political, social, and economic context.

Specific Objectives

By studying key documents and interviewing key stakeholders, the review will:

  • Assess the overall progress towards achieving the 2024-2028 Strategic Plan.
  • Assess the continued relevance of the strategic framework in the light of changes in the political and policy environment and a SWOT analysis.
  • Make recommendations and inform AI Kenya Board and staff on governance, strategic, operational, and organisational learning changes that may be required to deliver or revise the strategic framework.

Key Responsibilities and Scope of Work

The consultant(s) will:

  • Desk review key documents including the AIK 2024-2028 Strategic Plan, annual reports, campaign-specific strategies, and progress reports.
  • Participate in and facilitate and document two focus group discussions with the staff at the inception of the consultancy and another after to debrief, validate, and discuss initial review findings and recommendations.
  • Sample and interview key stakeholders including staff, board members, members, and supporters as well as partners and allies, persons at risk and duty-bearers to draw out key achievements, failures, missed opportunities and insights.
  • Engage with Key AIK Boundary Partners, documenting engagement to assess AIK’s influence on desired outcomes.
  • Prepare a draft report, revise, and submit the report based on the validation sessions and feedback. 
  • Present the final report to both the staff and the AIK Board.

Expected Outcomes and Key Deliverables

  • Members, staff and Board left clearer on Amnesty Kenya’s impact and changes required to remain relevant, strategic and impactful within the changing environment.
  • Key lessons, achievements, shortcomings and missed opportunities documented for learning by other national entities and the global movement.
  • A full report detailing the outcomes, the significance of these outcomes, success stories, and recommendations for future programming.
  • A concise and visually appealing summary of the key findings for broader dissemination.

Profile of the Consultant(s)

  • Human rights or social change campaigns, organizational development specialist.
  • Demonstrated experience of working with and participatory evaluation of human rights and governance programmes by non-governmental organizations.
  • Good understanding of human rights law, norms and standards, state obligations and the role of human rights organisations.
  • Excellent sense of enquiry, interpersonal and listening skills and adaptability.
  • Ability to analyse data and anecdotes and write concise, readable, and analytical reports.
