About Missing Voices Coalition

Missing Voices Coalition (MVC) is a coalition of grassroots, local, national and international civil society organisations committed to ending enforced disappearances and extrajudicial killings in Kenya. MVC works through data collection, verification and publication of data (documentation), advocacy, and partnership with stakeholders in the human rights sector to seek justice for victims of police abuse of power (PAP), and humanise victims of police abuse of power. By uniting member organisations, MVC has become a central player in advocating for police accountability and protecting the rights of affected communities.

The 2025 Annual Report

The report will give a reflection of one year after the Anti-Finance Bill protests in 2024, where numerous cases of police killings and misconduct were documented.  This report will be the sixth report since the MVC began publishing and launching annual reports, but also the third report since President William Ruto took office with a promise of zero tolerance for extrajudicial killings and enforced disappearances. This report will provide a thorough examination of the incidents and analysis across various administrations (Jubilee and UDA) and also celebrate milestones from the first report by the MVC.

Terms of Reference

Objective of the Assignment

The consultant will be responsible for preparing a comprehensive report on police abuse in 2025, and will also conduct a comparison of the last 3 years of UDA administration and the five years of Jubilee administration. The report will document specific cases of police misconduct, analyse the impact on select individuals, communities and the society as a whole. The Consultant is also expected to propose actionable recommendations to improve accountability mechanisms within the law enforcement sector.

Scope of Work

The consultant will be expected to:

  1. Working with the data collector, analyse and verify existing data on police killings and enforced disappearances for the year 2025 and represent them in a report.
  2. Review existing documentation, reports, and media coverage related to police abuse of power in 2025 and also compare the same in the last three years.
  3. Conduct interviews with victims, witnesses, and relevant stakeholders to gather primary data on the violations.
  4. Analyse patterns of police misconduct and identify key factors contributing to the systemic abuse of power.
  5. Liaise with MVC member organisations to gather input on proposed recommendations for reforms.
  6. Produce a well-structured and proofread report detailing findings, including case studies and recommendations for strengthening accountability mechanisms within law enforcement.

Deliverables

  1. A detailed technical and financial proposal (budget) outlining the methodology, timeline, and key tasks for completing the report.
  2. A comprehensive draft report highlighting documented cases of police misconduct, analysis of the patterns, and proposed recommendations.
  3. A final report incorporating feedback from MVC, ready for dissemination to stakeholders.

Timelines

The assignment is expected to take four months, September 2025 to December 30, 2025.

Qualifications

The ideal consultant should possess:

  1. A background in human rights, law, or a related field.
  2. Proven experience in report writing, particularly in the context of police accountability or human rights violations.
  3. Strong research and analytical skills.
  4. Familiarity with the Kenyan context, especially in relation to police misconduct and civil society advocacy.

Submission of Proposal

Interested candidates are required to submit the following:

  1. A brief proposal (maximum three pages) outlining the approach and methodology for the report.
  2. An updated CV highlighting relevant experience.
  3. A sample report of previous work related to state accountability or human rights reporting.

Conflict of Interest

Public or other activity, affiliation to or support for any group or organization, personal association or other factor which may generate a real or perceived conflict of interest with Missing Voices or its member’s principles (specifically independence and impartiality) or raise a security concern, or otherwise prevent the candidate from carrying out key functions of the specific post and would therefore disqualify the candidate from being appointed or continued to hold this position.
